
On September 1, 2025, the 6th International Forum on Non-traditional Security (Hangzhou), hosted by the Zhejiang Association of Security Technology and Protection, the Center for Non-traditional Security and Peaceful Development Studies of Zhejiang University, and the Institute for Overseas Safety and Security (OSS), was held in the lecture hall of the Zhejiang Association for Science and Technology Building. This forum, with the theme of "Going Global Action: Digital Technology Empowering the Overseas Expansion of the Security Industry", aims to exchange and discuss the platform construction, international regulations and standard cooperation for the overseas development of the digital intelligence security industry. More than 30 heads of communication and regulatory departments from the governments of "Belt and Road" countries, including officials from international organizations such as the African Union and those from Uzbekistan, Laos, Micronesia, Cyprus, Jordan, South Sudan, Kenya, Djibouti, Sri Lanka, South Africa and Fiji, A total of over 300 representatives from industries, universities and think tanks of China, the United States, Israel and Pakistan and other related countries, focused on the topic of digital and intelligent technologies empowering the overseas sustainable development of the security industry and held multiple exchanges and dialogues.

Dr. Zhou Zhanggui, Secretary-General of the International Forum on Non-traditional Security (Hangzhou) and Consultant of the United Nations Industrial Development Organization, presided over this forum, which was divided into two major parts. Part One: Keynote Speeches - Challenges and Opportunities of Digital Technology Empowering the Security Industry to Go Global. Nine speakers delivered keynote speeches, which were warmly welcomed by the representatives present and highly praised by experts and scholars. Part Two: Roundtable Dialogue - Digital Technology Empowering the Overseas Platform and Cooperation of the Security Industry. The host invited eight guests to engage in dialogue through three rounds of guided questioning and responded to open-ended questions from the on-site participants, which attracted intense attention from both domestic and foreign participants at the forum.
At the opening ceremony of the forum, Zhao Yonghua, Secretary-General of the Zhejiang Association of Security Technology and Protection, Yu Xiaofeng, Director of the Center for Non-traditional Security and Peaceful Development Studies of Zhejiang University, Barbina Paskalin, Police Superintendent of the National Security Directorate of Cameroon, and Cheng Zhigang, Executive Chairman and Secretary-General of the China-Africa Industrial Cooperation and Development Forum, delivered speeches respectively.
During the keynote speech session, Sulisa Sayasen, the head of the Content Analysis Department of the Cybersecurity Bureau of the Ministry of Technology and Communications of Laos, introduced the industrial and park policies in the field of information security in Laos. Zhao Yonghua, the secretary-general of the Zhejiang Association of Security Technology and Protection, delivered a speech titled "Empowering the Overseas Expansion of the Security Industry with Technology", introducing the advantages and development considerations of Zhejiang's security industry going global. Nada Aiman Abdul, a cybersecurity engineer from the National Cybersecurity Centre of Jordan, delivered a presentation titled "Challenges and Opportunities for Cybersecurity Driven by Digital Intelligence in Internationalization", introducing Jordan's information and communication security industry as well as foreign investment policies. Xie Guiping, the chairman of the Zhejiang Development and Security Research Think Tank Alliance, delivered a speech titled "The Key Value of Think Tanks in Participating in Economic Development and the Overseas Expansion of the Security Industry", elaborating on the key value of think tanks in participating in economic development and the overseas expansion of the security industry. Li Guosheng, the founder of the Zhejiang Business Service Center in Singapore, delivered a speech titled "Security Challenges in Southeast Asia and the Demands of the Security Industry", elaborating on the security situation in Southeast Asia and the challenges faced by the industry, as well as the necessity and value of security empowering Chinese enterprises to go global. Huang Liyang, the Channel Director of the International Marketing Center of Zhejiang Uniview Technologies Co., LTD., shared the development and operation of Uniview's overseas business under the framework of the New Silk Road with the title of "Infinite New Horizons". Chen Feng, the dean of the Artificial Intelligence College of Zhejiang Security Vocational and Technical College, shared his thoughts and explorations on the overseas expansion of vocational education in the Digital and Intelligent Security professional Group under the title of "Digital and Intelligent Security Professional Group - Exploration and Practice of Vocational Education Going Global". Yang Cheng, the general manager of the Overseas Development Company of Zhejiang Post and Telecommunications Engineering Construction Co., LTD., shared the company's business experience and project cases in the Middle East under the title of "Experience Sharing on Middle East Business". Dai Qifeng, deputy director of the International Collaboration Center of Zhejiang Association of Security Technology and Protection, introduced the key elements that help enterprises expand overseas markets and operate locally under the title of "International Cooperation Center - From Global Market Challenges to Localized Services".

As a highlight of this forum, the attending guests witnessed the release of the "China Security Industry Going Global Action Collaboration Platform" and the " Asia-Pacific Promotion Center-UN System Advisory Collaboration Mechanism " initiative. Dr. Zhou Zhanggui, the secretary-general of the forum, introduced the planning concept, implementation path and long-term goals of the above-mentioned collaboration platform mechanisms. Professor Klingsa, a member of the UNESCO National Commission of Thailand, Chairman of Nation Building International Institute of Thailand, Dr. Kin Phea, Director General of International Relations Institute of Cambodia, Royal Academy of Cambodia, as leaders from major partners in the Asia-Pacific region sent video messages to congratulate the launch of the mechanism and will support the establishment of a secretariat for the collaboration mechanism in Bangkok, with ASEAN countries as the initial hub nodes. In close collaboration with the resources of UN system advisors and experts throughout the Asia-Pacific region, which will bring together universities, research institutions, industry associations, and key industries to establish multi-stakeholder alliances and promote the achievement of the Sustainable Development Goals.

The roundtable dialogue brought this forum to a climax. Paul Olivier, Cameroonian Police Chief, Qi Xiaoyun, President of the Zhejiang Chamber of Commerce in Thailand, Dana Coe, U.S. cybersecurity and protection design expert, Yu Xiaofeng, Director of the Center for Non-traditional Security and Peaceful Development Studies at Zhejiang University, Verakon Mudiyanselagh, Senior Manager of the Information and Communications Technology Agency of Sri Lanka, Cui Yan, Associate Professor of the Law School of Gansu University of Political Science and Law, Imran Ali, counter terrorism expert on China-Pakistan Economic Corridor, Ge Tianyu, the director of solutions at the International Marketing Center of Zhejiang Uniview Technologies Co., LTD., under the guidance of Dr. Zhou Zhanggui, the secretary-general of the forum, engaged in a dialogue centered on the theme of "Empowering the Overseas Platform and Cooperation of the Security Industry with Digital Technology". Share viewpoints and put forward suggestions from the perspectives of their respective disciplinary backgrounds, professional understandings and industry practices.
Dr. Zhou Zhanggui, the secretary-general of the forum, briefly introduced the consensus of the meeting and the relevant follow-up mechanisms of the forum at the end, including further upgrading and holding the annual International Forum on Non-traditional Security well. Jointly carry out research project collaboration and release relevant annual industrial development reports; Carry out mutual visits, exchanges and innovation platform collaboration for the overseas development of industries. Since the successful holding of the first forum in 2018, the International Forum on Non-traditional Security (Hangzhou) has been successfully held annually, dedicated to exploring and addressing the challenges and opportunities in the field of non-traditional security such as international commercial security, digital security, and smart security. Looking back on previous forums, attendants have witnessed the collision of ideas and the integration of wisdom.
As side events of this forum, in the afternoon of August 31st, a symposium on the "Belt and Road" Countries' Information Security Management Training Program visiting Dahua was held, and in the afternoon of September 1st, a symposium on building a collaborative platform for China's Security Industry Going global was held.
The 6th forum features high-level, diversified and cross-regional characteristics. It has specially invited government delegations from African, Central Asian, Southeast Asian and other regional countries participating in the Information Security Management Training Program for the Belt and Road Countries. There are not only outstanding representatives from the industrial and practical fields, but also top scholars from think tanks and academia. The fields cover multiple industries such as security, emergency response, security services, unmanned aerial vehicles, and cyber security, and the geographical coverage mainly includes the core areas of the "Belt and Road Initiative". The forum comprehensively demonstrated the platform function of communication and dialogue among multiple stakeholders, effectively exerting the characteristics of professionalization, internationalization and industrialization.
